NTS-Pico3 Why is there 1 second TOFF/PPS offset in gpsmon/gpspipe output?

In new NTS-Pico3, GNSS receiver outputs NMEA compliant messages but its time is related to next 1PPS.
This offset is compensated by ntpd so NTS-Pico3 disseminates proper UTC time over NTP/PTP.
