Yes NTS does support "local timzeone" and therefore DST, but it does not support time distribution of "local time" with exception of IRIG.

More precisly NTS by default operates in UTC time, but it can be changed to "local time" of specific timezone.

In regards to time distribution of "local time" only IRIG output supports it.

NTP, PTP protocols by design do not support anything else then UTC.

Other distribution methods such as WWVB also do no have "local timezone" time distribution.
